Shield. The grizzly bear is the symbol of the State of California and is where Senior Chief Boatswain's Mate Horne was stationed while on the USCGC HALIBUT and the home port (San Pedro) of the ship, USCGC TERRELL HORNE. The hunting horn is a visual heraldic pun on Terrell Hornes name. It also represents the actions of the Coast Guard Cutter HALIBUT, conducting a non-compliant pursuit of a vessel suspected of smuggling drugs. Combined with the bear, it alludes to the courage BMCS Horne exhibited when he saved a crew member from the pursuant vessels impact, resulting in his own demise.

Crest. The wreath adopts the first named metal and color from the shield and blazon. The crossed anchors are a traditional seafaring symbol and here, also, represent Terrell Hornes rank of cutterman. The Roman warrior helmet is Minervas whose image is on the Seal of California and represents a traditional symbol of wisdom. It also embodies a benevolent and civilizing influence which personifies the mission and dangers of search and rescue, counter drug, migrant operations, recreational safety and fishery boardings.

Supporters. The United States Coast Guard officer sword indicates teamwork and leadership between officers and crew. The trident, a traditional naval symbol, here also signifies from the three prongs that Terrell Horne III was the third bearing his name.

Motto. The motto, COURAGE HONOR SACRIFICE, describes the attributes of the crew performing their mission and exemplifies Terrell Hornes character.
